The Richard W. Collins III Leadership with Honor Scholarship program is offered to promote the state’s compelling interests in educating diverse student bodies and in achieving diversity in ROTC programs. Under the program, one student will get the award amount between $500 for a semester and $1,000 for a year.

Eligibility Criteria:
Scholarship applicants will be evaluated on the following criteria:
- Who have enrolled full-time at the following institutions only: Bowie State University, Coppin State University, Morgan State University, or University of Maryland Eastern Shore.
- Must be a member of a ROTC program.
