The Board of Directors of the New England State and Local Tax Forum offers the 2025 Stanley R. Arnold Scholarship Fund application process. The Scholarship honors Stanley R. Arnold, the Forum’s founder and former President, for his exemplary service to the state and local tax field for over 30 years. The award shows appreciation for Stan’s personal commitment and contributions to promoting, encouraging, and enabling continuing education in the area of state and local taxation and tax policy.
Under the program, one winner will get a one-time $5,000 award each year if he is a full or part-time student enrolled in a qualifying tax program, who demonstrates a course of study in state tax and involvement in (or commitment to) the state tax field.

Scholarship applicants will be evaluated on the following criteria:
- Must be a full or part-time student enrolled in a qualifying tax program, who demonstrates a course of study in state tax and involvement in (or commitment to) the state tax field.
- Geographic Eligibility should be Connecticut, Maine, New Hampshire, Rhode Island, Massachusetts, Vermont.

Selection Criteria:
Forum’s Scholarship Committee, comprised of members from the Board of Trustees and Advisory Board, will choose the annual scholarship recipient based upon the applicant’s letter of submission, including: at least one letter of reference (please limit to two), academic accomplishments, professional experience, community contributions/involvement, tax community/government involvement, representation of financial need, and Recommendation letters.

Who is Stanley R. Arnold?
Arnold served as a state tax professional with over 30+ years of tax experience in both the public and private sectors. He served as the Commissioner of the New Hampshire Department of Revenue Administration. Arnold was appointed as the president of the Federation of Tax Administrators (FTA) and the president of the Northeast States Tax Officials Association (NESTOA). He also worked as a member of the American Institute of Certified Public Accountants and the New Hampshire Society of Certified Public Accountants (NHSCPA).
